DISTRICT 2

JACKIE GREEN

JACKIE GREEN is a long time Butler County resident who graduated from Circle High and Butler Community College. Jackie and her husband Chris live north of Augusta and southwest of El Dorado in the rural home that Jackie’s parents purchased in 1977.

Jackie currently works for the Butler County Attorneys’ Office as a Victim Witness Coordinator. She is also a Licensed Realtor and has been working for Sudduth Realty since 2018. Jackie is a U.S. Army Veteran having been assigned to duty stations which included the 10th Mountain Division in Ft. Drum, New York, Camp Darby Italy, and Heidelberg Germany.

She holds a Bachelor of Arts in Professional Development from Amberton University in Garland, Texas. Jackie has served as an Executive Director for three different non-profit organizations and has worked cooperatively with board members in that capacity for almost 10 years.

Jackie and Chris attend Christ Lutheran Church in Augusta. They have six adult children and four grand-children. Jackie loves hunting, fishing, cooking, gardening, hiking and dogs.


DISTRICT 2

DEAN GOOD

DEAN GOOD is a lifelong Butler County resident, Butler Electric Cooperative member and currently lives in rural Towanda. He is a graduate of Berean Academy and earned an associate degree from Butler Community College. Dean grew up helping his grandfather on the family farm, which shaped his appreciation for agriculture, hard work, and rural living.

After high school, Dean gained experience in a variety of fields, including trucking, commercial fishing in Alaska, harvest crews, and operating heavy equipment. He also worked in construction, including on a wastewater treatment plant project in the Kansas City area, and spent time working on a feedlot and ranch in Nebraska. In 2003, Dean and his wife returned closer to home, eventually settling permanently in the Towanda area in 2009.

Dean and his wife currently operate a farming and cow-calf operation, where Dean now farms full time. In 2014, they adopted two brothers, an experience that has been a significant blessing to their family. Dean believes his life experiences have taught him how to build something from the ground up and manage finances responsibly, skills he feels would be valuable in service on the board.


DISTRICT 5

RICHARD MOORE

RICHARD MOORE is a 21-year resident of Andover, Kansas. He and his wife have raised their two daughters in the Andover Central K-12 school system, and their daughters now attend the University of Kansas.

Richard retired in October 2025 after a 29-year career in the aviation, space, and defense market segments. Throughout his professional career, he was responsible for leading teams, working closely with annual budgeting processes, and developing yearly forecasting plans.

Richard has remained actively involved in his community through volunteer and board service. He served five years as Chairman of the Board of Directors for the Kansas Aviation Museum, where leadership efforts included developing mission statements, establishing annual budgets, and expanding membership programs with a strong focus on STEM learning and summer camps. He also volunteered for six years with B-29 Doc’s Friends as a restoration volunteer, served two years on the Wichita State University Composites Advisory Team, and was a Make-A-Wish wish grantor for six years.

Now retired, Richard looks forward to dedicating more time to community involvement and is very interested in serving Butler Rural Electric Cooperative and its members.


DISTRICT 5

VINCE ROTH

VINCE ROTH is a lifelong Kansan who has called Rose Hill home for the past eleven years. He and his wife, Emily, are high school sweethearts and are raising their twin boys in the Rose Hill community.

Vince earned a degree in Business Management from Wichita State University, and later received his law degree from Washburn University. He has built his career in legal practice and real estate, serving as a public defender for the Sedgwick and Johnson County Public Defender's Office, founding and operating Roth Law LLC, and most recently working as a self-employed real estate professional. As the sole owner of his law firm, Vince managed all firm operations, client matters, budgeting, billing, and financial planning.

Vince remains active in his community and church. He has previously served as a Site Council Member for USD 394 Rose Hill School District. He volunteers regularly at his church, helping lead the audio-visual team and occasionally playing piano for the congregation. He is currently training for an upcoming triathlon.

Vince is committed to the Co-op and would be honored to serve as a trustee of Butler Electric Cooperative.


DISTRICT 5

TOM HOWELL

TOM HOWELL is the Owner and CEO of Harman Huffman Construction and a construction executive with more than 35 years of experience leading large-scale capital construction and real estate development projects across North America. Prior to purchasing Harman Huffman Construction, Tom served as North America New Space Construction Manager for The Church of Jesus Christ of Latter-day Saints, where he was responsible for a $350 million annual capital construction plan and oversaw 70–90 projects per year valued at approximately $120 million. Throughout his career, he has maintained strict budget discipline while navigating inflationary pressures, regulatory complexities, and multi-jurisdictional approvals.

Tom began his career in electrical construction leadership, managing more than 50 employees as Director of Operations for Wichita Electric Company. He later served as Senior Project Manager with Okland Construction, delivering complex projects on schedule and within budget while integrating financial oversight, risk mitigation, and strong team leadership.

A former United States Marine and member of the Arizona Air National Guard, Tom leads with integrity, accountability, and decisiveness. He earned a Bachelor of Science in Justice Studies from Arizona State University, graduating Cum Laude and serving in student government leadership roles.
